ロシアの国営通信社は日本時間午前8時前に北朝鮮のキム・ジョンウン総書記が乗った専用列車が、極東ハバロフスク地方の工業都市コムソモリスク・ナ・アムーレに到着し、歓迎式典が開かれたと伝えました。

駅付近では、日本時間の午前8時すぎ、キム総書記が乗ったとみられる車が、通過する様子が確認されました。

ロシア政府は日本時間の午後1時前、公式サイトでキム総書記が、産業貿易相を兼務するマントゥロフ副首相とともに市内にあるロシア空軍のスホイ戦闘機などを製造している工場を視察したと発表しました。

また、ここで製造されているスホイ35戦闘機が飛行する様子を見学したということです。

この工場は、父キム・ジョンイル（金正日）氏も2002年に視察していました。

マントゥロフ副首相は「航空機の製造やそのほかの分野で協力の可能性を模索している。両国の技術面での目標を達成する上で特に重要なことだ」と強調しました。

キム総書記は13日、プーチン大統領と軍事技術協力を巡って深く意見を交わしたことを受けて、協力の可能性を探るとみられます。

キム総書記は、極東の中心都市ウラジオストクへ向かい、ロシア海軍の太平洋艦隊を訪れる見通しで、地元メディアは、ショイグ国防相が同行する可能性を伝えています。

　岸田首相は、首相補佐官に国民民主党前参院議員で労働組合出身の矢田稚子氏（５７）を任命する方針を固めた。近く正式に任命する見通しだ。国民との政策連携の仲介役となることを期待しており、自民、公明両党の連立政権に国民を加える「自公国」構想実現への布石とする狙いがある。

　複数の政府・与党関係者が明らかにした。

　補佐官としての担当政策は、矢田氏が議員時代に力を入れてきた子育て支援などとする方向だが、政府・自民内では、物価高騰対策や賃上げ支援など、国民が重視する政策を担当につける案も出ている。

　矢田氏は、１９８４年に松下電器産業（現パナソニックホールディングス）に入社し、パナソニックグループ労連副中央執行委員長などを務めた。２０１６年参院選で、連合傘下の産業別労働組合（産別）の一つ、電機連合の組織内候補として民進党（当時）から初当選し、１８年５月に旧国民民主党に参加した。

　昨年７月の参院選で国民から出馬したが落選し、今年７月に政治活動からの引退を表明していた。落選後は国民顧問に就任したが、今月８日で退任し、現在は労組の役職にも就いていない。

　１３日の内閣改造では、国民から閣僚１人を迎える案が検討されたが、連合の反発などで調整は仕切り直しとなった。政府・自民は今後、国民との政策協議を進めていく方針で、国民や連合とパイプを持つ矢田氏の起用で、連携深化の機運を高めたい考えだ。

北アフリカ・リビアで発生した洪水で、被害が特に大きかった東部の港湾都市デルナの市長は13日、死者が2万人に上る恐れがあるとの見方を示した。

地中海に面したデルナの市長は、人々が寝ている時間に二つのダムが決壊し、津波のような激流が押し寄せたと、サウジアラビアのテレビ局「アル・アラビア」に説明。1万8000～2万人が死亡したとみていると述べた。

そして、この人数は、洪水で破壊されたコミュニティーの数に基づく推定だとした。同市の人口は約10万人。

被災地ではがれきの下や海の中に収容されないままの遺体が残っており、病気のリスクが高まっている。

国連は、井戸が汚染されているとし、汚染水による病気の危険性について警告を発している。

リビア東部を統治している政権のヒシャム・チキウアト大臣は、「常に何十体もの遺体が海に打ち捨てられている状態だ」と述べた。

被災地では、遺体が収納袋に入れられて地面に置かれたり、集団墓地で埋葬されたりしている。より多くの人道的支援を求める切実な声が高まっている。

救助隊は倒壊した建物のがれきを掘り起こすなどしているが、生存者発見の希望は失われつつある。死者数は今後さらに増えるとみられている。

国連の国際移住機関（IOM）は13日、洪水による行方不明者は少なくとも1万人に上り、家を失ったとみられる人は3万人に達するとした。

遺体安置所や病院は遺体であふれかえっている。

デルナ近郊の病院で働くリビア人医師ナジブ・タルホニさんは、さらなる支援が必要だとBBCラジオ4の番組「ワールド・アット・ワン」で述べた。

「ここの病院には友人もいるが、みんな家族のほとんどを失っている。（中略）すべてを失っている」

「私たちは、この状況を理解している人々が必要だ。物流支援や、においで人を見つけて地面の下から救助する犬が必要だ。人道的な支援、自分たちの行動をちゃんと理解している人々が必要だ」

これまで、エジプト、トルコ、カタールなどからの救助隊がリビア入りしている。

ダムは危険視されていたとの証言も

リビア医師組合トップのモハメド・アル＝グーシュさんは、検視や救助の専門家チームを緊急に必要としていると、トルコのメディアに話した。

国境なき医師団（MSF）は、緊急チームが14日にデルナに入るとしている。「医療ニーズを把握し、緊急医療キットと遺体収納袋をリビア赤新月社に寄贈する」という。

デルナでは、通りが泥とがれきに覆われ、ひっくり返った車が散乱している。

同市は10日からの豪雨で、二つのダムが決壊したほか、四つの橋が破壊され、街の大半が浸水した。

同市で暮らすフォトジャーナリストのタハ・ムフタさんは、専門家たちが2011年からダムについて警鐘を鳴らしてきたにもかかわらず「誰も何もしなかった」と、BBCの番組「ニューズアワー」で語った。

ムフタさんによると、ダムが崩壊した時、「空爆のような」音がしたという。

リビアサッカー連盟（LFF）は、今回の洪水で多くの一流選手が死亡したとし、兄弟を含む選手4人の名前を公表した。

スーサ、アル・マルジュ、ミスラタなどの都市でも被害が出ている。

産油国のリビアは、長年の最高指導者だったムアンマル・カダフィ大佐が2011年に失脚・殺害されて以降、政情の混乱が続いている。現在は、国際的に承認されている暫定政府が首都トリポリと西部を統治し、東部は別勢力が掌握している。

しかしこうした分裂にもかかわらず、トリポリの暫定政府は医薬品や遺体収納袋、医師や救急隊員を被災地に送っている。

　北アフリカ・リビアで起きた洪水では、大量の雨に加えて、乾燥地特有の土壌が被害を拡大させた可能性がある。専門家は「現地の地面はアスファルトのように固く、雨水が地中に吸収されないまま集落に押し寄せたのではないか」と指摘している。

　世界気象機関（WMO）などによると、リビア北東部では、地中海で発生した小型低気圧「メディケーン」の影響で、10日午前８時からの24時間で計414ミリの雨が降った。2015年の関東・東北豪雨で氾濫した鬼怒川流域で観測された24時間最大雨量に相当する。

　米宇宙企業プラネット・ラボ社が洪水前後に撮影した人工衛星の画像からは、東部デルナのダムが決壊し、土砂が市街地を覆った様子がわかる。画像を分析した京都大の角哲也教授（河川工学）によれば、ダムには規定の水位を超えると水が排出される設備があったが、想定を超える雨量で決壊に至ったとみられる。

　リビアなど極度に乾燥した地域では、地面がアスファルトのように固まっており、隙間のない状態となっている。このため流域に降った雨の多くは、そのまま地面に染み込むことなくダムに流れ込んだ。さらに、より低地にあった集落まで一気に流れた可能性があるという。

　角教授は「想定を超える雨量とダムの決壊、乾燥地特有の土壌という悪条件が重なった災害だ」と話す。

一方、会談に先立って、キム総書記はプーチン大統領の案内で新型ロケット「アンガラ」の組み立てを行う施設や、ソユーズロケットの発射台などを視察した際、ロシアが宇宙産業分野で成し遂げた成果や経験、今後の展望について話を聞いたということです。

映像では、黒のスーツ姿のキム総書記が、チェ・ソニ外相や、核・ミサイル開発で中心的な役割を担ってきたとされる、朝鮮労働党のリ・ビョンチョル書記らとともに列車から降りたあと、ロシア側の高官から歓迎される姿が映っています。

キム総書記の「執事」とも呼ばれ、2018年の史上初の米朝首脳会談などでも準備を担ったキム・チャンソン氏の姿も確認できます。

一方、ロシア国営メディアは、リ・ソルジュ夫人や娘、それに妹のキム・ヨジョン氏は同行していないとしています。

今回、リビアに大きな被害をもたらした「Storm Daniel」は、9月はじめに地中海を挟んだ向こう側、ギリシャで発生しました。9月5日(火)～6日(水)にかけてギリシャやブルガリア、トルコなどで記録的な大雨を降らせた後、地中海を南下してリビア北部の沿岸部に達しました。

この「Storm Daniel」は、地中海を南へ進む過程で急速に発達しました。地中海東部の海水温はこの夏、過去最も高くなっていて、それにより雨のもととなる多量の水蒸気が再び供給されました。

それにより、「Storm Daniel」は「メディケーン (MEDIterranean hurriCANE；地中海のハリケーン)」の性質を帯びたと考えられます。これは台風のような熱帯低気圧の性質と、上空に寒気を伴う温帯低気圧の性質を兼ね備えたハイブリッド型のような低気圧のことです。9月から1月に発生しやすく、一年に数個程度発生すると言われています。

今回は地中海での暖かい空気と上空の冷たい空気の温度差も、発達の一因となりました。9月に入り、ヨーロッパでは上空の偏西風が大きく蛇行していて、フランスやイギリスでは暖かな空気が居座り、9月としては異例な暑さとなりました。その一方で、その東側にあたるイタリアやギリシャ、地中海東部にかけては、上空の寒気が流れ込んでいました。
